The new Commission will be chaired by Dr. Paul W. Davies. Dr. Davies is president of Advanced Pain Management Specialists, a pain management practice with eight locations in Maryland. Dario Broccolino, J.D., was sworn in as State’s Attorney for Howard County in April 2008. Prior to joining the state’s attorney’s office, Mr. Broccolino served as State’s Attorneys’ Coordinator for Maryland and the Executive Director of the Maryland State’s Attorneys’ Association from 1988 to 1999. A veteran prosecutor, Mr. Broccolino served as an assistant state’s attorney in Baltimore City, serving under four state’s attorneys between 1977 and 1988. Mr. Broccolino received his Bachelor of Science degree from Loyola College in Maryland and his Juris Doctor from the University of Baltimore, School of Law.
William C. Charles, Pharm.D. is a clinical pharmacist specializing in discharge and readmission reduction at MedStar Franklin Square Medical Center in Baltimore. Previously, Dr. Charles was a staff pharmacist at CVS Pharmacy in Oxon Hill, Maryland. He received his Pharm.D. from University of Maryland, Baltimore and a Bachelor of Science degree in Biology from University of Maryland, College Park.
Kevin W. Chen, Ph.D., MPH, is an associate professor in the Center for Integrative Medicine and Department of Psychiatry at the University of Maryland, School of Medicine. Dr. Chen is an investigator conducting survey research on adolescent substance abuse, and conducting clinical studies investigating the clinical feasibility and efficacy of Chinese energy therapy for treating osteoarthritis and addiction. With intensive training in research methodology and statistics, Dr. Chen has had extensive experience in designing and implementing various research projects. Dr. Chen received a Ph.D. in Sociology from Pennsylvania State University, a Master of Arts in Social Psychology from Peking University, a Master of Public Health in Health Policy and Management, and a Bachelor of Arts in Philosophy.
Paul W. Davies, M.D., is the founding partner and President of Advanced Pain Management Specialists, LLC, a large and growing pain management practice with eight locations in Maryland. He is board certified in interventional pain management and completed his pain fellowship training at the Johns Hopkins School of Medicine. He has over ten years experience in treating patients in pain and has treated thousands of patients during that period. He earned his medical degree from the University of Manchester, England and has completed residencies at the University of Pittsburgh, Baylor College of Medicine in Houston, Albert Einstein Medical Center in Philadelphia and Western Pennsylvania Hospital. He was a post-doctoral fellow at Johns Hopkins School of Medicine.
Michael A. Horberg, M.D., MAS, FACP, FIDSA is Executive Director of Research and Community Benefit for the Mid-Atlantic Permanente Medical Group and the director of the Mid-Atlantic Permanente Research Institute. In that role, he has responsibility for all research efforts in Kaiser Permanente Mid-Atlantic, including clinical trials. He is also director of HIV/AIDS for Kaiser Permanente. Dr. Horberg has extensive experience with medical marijuana for patients with chronic health conditions. He is familiar with the research in the area of medical marijuana, including the therapeutic benefits, issues of dependence and the potential interactions with other medications. He graduated from Boston University’s College of Liberal Arts and School of Medicine and completed his internal medicine residency at Michael Reese Hospital in Chicago (University of Chicago affiliate). He received his Master of Advanced Studies (Clinical Research) from University of California San Francisco.
Robert A. Lavin, M.D. is an attending physician on faculty at the University of Maryland, School of Medicine and the Kernan Hospital of Baltimore. He is also Director of the Chronic Pain Management Program at the Baltimore Veterans Administration where he develops pain treatment policies and serves as chair of the Pain Treatment Committee. Dr. Lavin is also a consultant at The Johns Hopkins Hospital. Dr. Lavin received his medical degree from the George Washington University School of Medicine, a Master of Science degree in Genetics from the University of Washington and a Bachelor of Arts Degree in Biology from Brandeis University.
Shawn McNamara, Ed.D., M.S.N., R.N., is Assistant Dean of the School of Health Professions and Nursing Program Administrator for the Community College of Baltimore County. Dr. McNamara is responsible for leadership and management of the largest undergraduate nursing program in Maryland which is multi-campus based. Prior to his current position, Dr. McNamara was responsible for leadership and management of Harford Hospice, a home care, hospice and private duty organization. Dr. McNamara received his Ed.D from Walden University in Baltimore and a Master of Science in Nursing from Towson University.
Deborah R. Miran was the president and founder of Miran Consulting, Inc. There she advised both brand and generic drug makers on the FDA approval process and provided expert witness testimony in various cases involving product labeling and liability issues. Ms. Miran was the Senior Director of Regulatory Affairs for Alpharma where she was responsible for directing the submission activities for new and abbreviated new drug applications to the FDA. Ms. Miran received a Bachelor of Science degree in Chemistry from Iowa State University.
Colonel Harry Robshaw, III, is currently Chief of Police of the Cheverly Police Department. Colonel Robshaw has 40 years of law enforcement experience, with an extensive background in narcotics enforcement, community policing and crime reduction through environmental design and in planning and incorporating crime deterrence strategies. Colonel Robshaw retired at the rank of Captain from the Prince George’s County Policy Department in 2001. Colonel Robshaw received his Bachelor of Science degree from University of Maryland University College.
Nancy Rosen-Cohen, Ph.D., is an executive management professional with substantial experience in health care reform and corporate development. Dr. Rosen-Cohen is currently the Executive Director of the National Council on Alcoholism and Drug Dependence. She was appointed to the Governor’s Medical Marijuana Model Program Workgroup in 2011. This group was responsible for developing a model program for facilitating patient access to marijuana for medical purposes. Dr. Rosen-Cohen received a Doctor of Philosophy in Special Education from Indiana University and a Bachelor of Science in Special Education from Butler University.
Eric E. Sterling, Esq., has over 32 years of experience as a lawyer working on medical marijuana issues. Since 1989 he has been the President of The Criminal Justice Policy Foundation, a private non-profit educational organization that helps educate the nation about criminal justice issues and failed global drug policy. Mr. Sterling was counsel to the U.S. House of Representatives Committee on the Judiciary from 1979 until 1989. On the staff of the Subcommittee on Crime, (Rep. William J. Hughes (D-NJ), Chairman), he was responsible for drug enforcement, gun control, money laundering, organized crime, pornography, terrorism, corrections, and military assistance to law enforcement, among many issues. He received a Juris Doctor from Villanova University School of Law and a Bachelor of Arts from Haverford College.
